A traffic engineering study
The acoustic report states that its assumption of 60 car park movements in an hour “would need to consider the appropriate traffic engineering study”. No document with a traffic title appears in the advertised list, and the applicant's 36-page planning report contains no traffic analysis.

Council’s Special Building Overlay flood assessment
The flood overlay trigger is exempt from public notice, and Council assesses stormwater flooding itself under a standing agreement with the catchment management authority. That assessment is the scrutiny that replaces the public’s right to object, and it is not in the advertised package. The applicant’s responses also reproduce and answer Council engineering comments, and record a meeting with Council’s overlay engineers in June 2026.
