Parking and access

This matters for what you write. Council’s guide says objections about street parking availability can only be considered where an application seeks to reduce the statutory parking requirement. This one does not. See What Council can consider.
The dwelling
The application includes one two-storey dwelling facing Remony Avenue, with access from Remony Avenue, a double garage and private open space at the rear. Its maximum height was reduced to 7.334 m during the application.
The applicant’s planning report states that no permit is required for the use or development of this dwelling under the zone. If you are writing a submission, this is worth knowing before you spend it on the house.

Permit triggers
The applicant’s report identifies three clauses under which a permit is required:
- Clause 32.09-2 — to use land for a child care centre
- Clause 32.09-10 — to construct buildings or carry out works for that use
- Clause 44.05-2 — to construct buildings or carry out works in the Special Building Overlay
Council’s advertised description of the proposal also includes removal of native vegetation, which does not appear in that table. A separate Biodiversity Assessment is advertised and addresses vegetation removal, so this may simply be a difference in how the two documents are organised. It is a reasonable thing to ask Council about.

Staging
The applicant’s planning report describes this application as “the first stage of the development of the wider site”, with the balance intended for future residential development. It refers to a separate permit granted on 9 January 2026 (PP-825/2025) realigning the two existing lots, and to proposed Plan of Subdivision PS930686Y.
The July 2026 civil peer review also refers to a townhouse proposal at the same property under application PP-102/2026, and assesses its drainage alongside this one. The number of townhouses, the status of that application and how it relates to the final subdivided lots are not established by the documents advertised for PP-909.
